I know why the Texas appleseed has had a poor showing a time or two.
It's in the middle of nowhere. Almost 3 hours from either Houston and Dallas, while still an hour outside of Austin.
If the point is to get folks out to shoot, teaching them somewhere near the major population centers would be a good idea.

If you think that the location is bad, well... we're always looking for a good range to hold our shoots at. Go to www.appleseedinfo.org, click on RWVA forum, and sign up. Or contact one of the people there to volunteer a range. I believe that Scout is one of the Instructors for Texas; I'm sure he'd love to have another range on tap.
Basically, we need a 25 meter range, and it should be at least 175-200 feet wide. This would accommodate 50 shooters. It can be just a range bulldozed out of someone's cow pasture. It should be far enough from neighbors so folks won't complain about noise and gunshots. Longer ranges (100/200/300/400 yards) are good for additional practice, but not necessary; we can and do use reduced-size targets for short range practice.

Location is just one of many possible incentives. Price is another, and promotion of the benefits of the event are yet another.
Joe has greatly increased his prices for the Boomershoot, for instance, and it was fully booked something like nine months in advance. People come from all the way across North America to attend.
If location isn't a motivator, there are plenty of other potential motivators.
Having been in business for decades, and having been president of a shooting club, I've heard these arguments hundreds of times. One goes like this: "But people are already having a hard time paying x and you say we should eb charging 2x. That'll never work. People will stop coming."
Yet so often I have seen the exact opposite happen in actual practice. One of this year's Boomnershoot attendees claims to have spent around seven thousand dollars on travel and equipment to do it.
Consider the distance as one of the costs, yes, but consider that, if people aren't signing up in large numbers, there is a promotion issue at the heart of it.
Shooting is fun, and learning to shoot better is more fun. Once people are convinced of that, the price (including travel distance) becomes a secondary issue. For every one person that cancels or stays away because of cost, there will be three or four more that come forward (if the promoters are doing their jobs). If you have a good product, have faith in it. That at least has been my experience.
This poster is a very good one, by the way-- very much to the point.

Whatever you think of the Appleseed program (I go back and forth) that poster is powerful and excellent.
